Cold Weather Fashion Help!!?

ok, so right now, i live in southern california. i am soon moving to the DC area, and i don't know what to wear when i am going to visit schools. the weather is going to be 40 degrees-ish, possibly raining. i don't need "budget fashionista" help, i just have utterly no clue how to be fashionable in cold weather. are coats appropriate in 40 degree weather? boots? what do you wear in the rain??? how many coats should i bring? popular coat designers? anyone? thank you for your time :)

Cold Weather Fashion Help!!?
The first winter I promise you will not give a damn about fashion. Your cute Heine will be too cold to care.

after you acclimate to the weather short shorts in 35 F weather will do just fine.

I lived in that hell hole for three years.
Reply:No rain boots. Rain boots are bad. Baaaad. You're shoes might get a tad wet, but suck it up. Everyone else does. Pants would be good, with maybe a t-shirt and a sweater. You don't really need a bulky jacket for 40 degree weather. Most people will be running around in sweaters and sweatshirts. Scarves are always cute too, so wear one of those with a sweater, some jeans, and a nice shirt. Regular heels, or sneaks (whatever your preference) will do just fine. =D
Reply:I have always found fleece coats and pants to be quite warming. Rainboots can help alot in the rain and so can raincoats ( bring several raincoats ranging from the plasticy to the hoddies). Definitley have several umbrellas. Ugg boots are quite wrm as well and wear gloves, fleece or leather. Scarves, earmuffs anjd etc. Layer it on. Keep warm : )
Reply:down feather vests are nice looking. And if you wear a hoodie under it it looks great. Also, eskimo or moccasin type boots look cute this time of year. What ever your most comftorable with :)
